A controlled testing environment to foster urban innovation
Sandbox Sant Cugat is a controlled testing environment that enables the experimentation of innovative solutions in real-life urban settings across the city.
Sant Cugat, recognised for its diverse and dynamic business fabric, its strong academic and technological ecosystem, and its international outlook, positions itself as an open urban laboratory for the validation of innovative projects that deliver value to both citizens and the local productive fabric.

This initiative provides an agile and regulated framework in which companies, startups, universities, research centres and public entities can develop pilot projects, experimental trials and tests using urban resources and municipal services before bringing solutions to market. The aim is to foster research, technological innovation and collaboration among the city’s various stakeholders.


Eligible projects span a wide range of fields, including mobility and transport, health and sport, energy efficiency, governance, smart city solutions, digitalisation, circular economy, urban planning, housing, culture and heritage, social inclusion and just transition, among others. Any public or private entity with the capacity to operate and an interest in testing innovative solutions may participate, following a formal testing protocol submitted through the City Council of Sant Cugat’s electronic office.

The initial approval of the municipal by-law regulating Sant Cugat del Vallès’ controlled testing environment took place in January.
